IELTS is must , but if you have scored
around 75% in your 10th and 12th English, then college may waive
you off. But again depends on the college, All the best colleges or
universities do require IELTS . But even
then if college waves it off then also it is a pre requisite for
student visa because without this you won’t get student visa so
as a counselor I would suggest you to take up IELTS as they are very simple for those who are
already good in English. So start preparing for it and you can also

You can definitely apply for higher studies in UK from USA only as you are already studying / staying in USA. You do not need to give IELTS or TOEFL also as an international application.
